Okay thats kinda like asking where to buy a bike... you need details dude.

What type?
Flux Mig, non flux mig, Tig, Arc, stick, ect

What do you plan to weld?
steel, aluminum, stainless, ect

What power inputs do you have to work off?
110v? 220? 440v(highly doubt it but ill ask haha)?

With answers to those maybe I can help lead you in the right direction. I have a Miller Millermatic 212 but they run a bit more then your price range ($1800). My uncle back home owns a welding shop so he hooked me up for $800. Most welders i have used are Millers... havent used many Lincoln. Main thing to consider is you get what you pay for with welders. You can easily find a nice quality mig or stick in the 700-1000 range.
